Moro Civilians Abducted by Military

Last August 19, 2001, at around 5:40 in the afternoon, two Moro civilians were arrested by the elements of the Charlie COY command of the Philippine Army, under a certain Lieutenant R. Cabanayan of the 18th Infantry Battalion at Barangay Balobo, Lamitan, Basilan Province. The two were identified as Muddas Sabinul and Ibrahim Buwak both married and residents of Buli-buli, Sumisip, Basilan Province. They were charged with kidnapping and were alleged to be members of Abu Sayyaf Group (ASG).

According to them, they were traveling from Buli-Buli, Sumisip, Basilan riding a single motorcycle for Isabela City to ask for a recommendation from Sumisip, Mayor Hadjiman Salliman as supplemental requirement for their application at the Basilan Electric Cooperative.

When they arrived at Badja, Tipo-Tipo, Basilan Province, they decided to change their route. Instead of following the provincial road, they passed through the Lower Badja-Danit, Balobo, a shortcut road. Upon reaching Balobo at about 5:40 in the afternoon they asked an old man if they could pass through the road near his house to avoid the dilapidated road. The old man answered, "Yes!" but advised the two not to proceed to Isabela City nor to Lamitan considering the critical condition of the community.

After a few minutes another man came and asked, "What’s going on? Are there any problems?" They responded, "Nothing sir. We just want to proceed to Isabela City but this old man advised us not to go because the situation is critical." The man supported the advice of the old man and said, "Anyway, you are safe because the military is here, you can proceed tomorrow at dawn." Convinced to stay in the community, the two civilians ate with the old man. The second man took their motorcycle, a Yamaha, RX 125 cc. including the key. He brought and parked it in the neighboring house.

A few minutes later, several military soldiers came and arrested the two travelers on charges of being Abu Sayyaf Group members. Both were hog-tied until dawn. In the morning of August 20, Lt. Rommel Cabanayan came to them and said "Dadalhin namin kayo ngayon sa mga biktima ng Abu Sayyaf sa Balobo at kapag kayo ay nakilala ng mga iyon, ibibigay namin kayo sa kanila." However, at the Balobo Elementary School nobody recognized them as the ones responsible for killing their loved ones. Despite this, the two were immediately brought to 18th IB PA Headquarters where they are being illegally detained to this day. |K|
